Resource reserve “Sededema” shall perform the following functions: (a) creation of conditions for protection, replacement and reproduction of biodiversity; (b) conservation of natural environment of indigenous peoples and their traditional forms of economic activities; (c) scientific research and environmental monitoring; and (d) propaganda of nature protection. The following activities shall be prohibited on the territory of resource reserve: (a) hunting, fishing in excess of the established quotas, destruction and capture of wild animals and birds, destruction of burrows, nests and other hiding places and shelters, as well as all kinds of changing conditions of animal habitats; (b) collection of various specimen; (c) introduction of plants and animals for acclimatization, measures to increase the number of certain wild fauna species above natural capacity of land; (d) pollution of the territory by domestic and non-domestic waste; (e) flight of aircraft lower than 500 m, overcoming the sound barrier by technical means, as well as other types of noise pollution impact exceeding established limits; (f); movement, passage and transit of extraneous persons; (g) exploration, mining and all types of soil cover disturbance, plowing up, blasting operations and industrial timber extraction; (h) water resources management and any activity modifying hydrological regime of surface water and groundwater; and (i) any activity damaging the state of natural complexes or contrasting the objectives of resource reserve. By agreement with the regional Ministry of Environmental protection can be authorized the following activities: (a) scientific research; (b) performance of required fire-fighting, sanitary and epidemiological arrangements; (c) rehabilitation activity in areas damaged by natural disasters or by unauthorized human activities; (d) collection of specimen for scientific research purposes; and (e) presence of herdsmen in order to find and remove horses from the territory of the zone of absolute rest.
