Individuals and companies must apply to the competent provincial agricultural directorates to obtain the Plant Cultivating Licence. The Regulation specifies the minimum requirements for licensing tubaceous saplings, seedlings and ornamental plants. It establishes that licences for open air sapling production shall be valid for one season, whereas licences for tubaceous saplings, seedlings, olive seedlings and ornamental plants shall be valid for four years. If the location and capacities of the licensed nurseries, seedbeds and facilities for producing olive seedlings, ornamental plants and flower bulbs change, a new licence must be granted upon inspection. Breeders are obliged to keep records of all activities carried out within the whole season and such records will be audited once every year by the Ministry of Agriculture.
