Abstract

This Regulation sets forth rules and principles to combat avian influenza. Production units and holdings are obliged to apply the preventive biosecurity measures specified by the Ministry of Agriculture and Rural Affairs. The Ministry shall carry out surveillance programmes in order to detect the prevalence of infections with avian influenza virus subtypes H5 and H7 in different species of poultry. The suspected presence and presence of avian influenza must be notified to the Ministry through the competent authority. Details regarding epidemiological inquiries are given in the Regulation. Measures to be applied on holdings where outbreaks are suspected are listed in details. In case of an outbreak of Highly Pathogenic Avian Influenza, the competent authority shall ensure that the measures provided for in the Regulation are applied. Measures to be applied in protection zones, in surveillance zones and in other restricted zones are listed. Similar provisions are also laid down with respect to Low Pathogenic Avian Influenza. Measures will be taken in order to avoid the spread of influenza viruses to other species. Sampling, diagnostic procedures and laboratory testing to detect the presence of avian influenza in poultry or other captive birds or avian influenza virus in mammals are carried out in accordance with the diagnostic manual prepared by the Ministry. The Ministry shall decide whether to apply vaccination or not. Furthermore, the Ministry may introduce emergency vaccination in poultry or other captive birds to contain an outbreak when a risk assessment indicates there is a significant and immediate threat of avian influenza. The Ministry may also introduce preventive vaccination in poultry or other captive birds as a long term measure.
