Abstract

This Regulation, consisting of 259 articles and implementing provisions of the Law no. 32 of 2009 concerning Environmental Protection and Management, aims at regulating the management of hazardous and toxic waste and provides for the following matters: determination, utilisation, storage, transportation and reduction of hazardous waste; collection of waste; transboundary movement of waste; dumping of hazardous and toxic waste; hazardous waste treatment; management of environmental pollution, environmental damage and recovery of environmental functions; emergency response system in hazardous waste management; surveillance and monitoring; financing; administrative sanctions. Particularly, the Regulation focuses on: classification of waste, according to the characteristics and the concentration of pollutants; reduction of waste, through environmental friendly technologies; storage of waste, including the issuance of an environmental permit, requirements for storage, characteristics of hazardous waste storage facilities, labelling and packaging of waste; waste segregation and separate collection, and related prohibitions; special permit and recommendation for transport of hazardous waste; utilisation of hazardous and toxic waste, as a substitute of raw materials, as a source of energy, as a raw material, in compliance with environmental quality standards and technological availability; prohibition of utilisation of radioactive waste; specific standards to comply with concerning wastewater and air quality; exportation of hazardous waste and related requirements.
