Abstract In view of protecting natural forest resources, preventing water and soil erosion, preserving and improving ecological environment in the upper reach of the Yangtze River and Yellow River, the Regulation is hereby formulated. It establishes that the local government make plans to define the natural forest area and to set clear target of the protecting tasks, and submit to higher level government for approval. Chapter 3 deals with the Protection of Natural Forest. The Supervision of natural forest protection is dealt with in Chapter 4. Chapter 5 regulates legal liabilities.
