This Regulation entered into force on 1 September 2003.
Abstract

This Regulation aims to improve the work of flood control, ensure the safety of people's life and property and to carry out economic construction smoothly. The Regulation consists of 54 articles divided into 7 Chapters: General provisions (I); Flood prevention special plan and flood control emergency rescue scheme (II); Construction and management of flood control engineering facilities (III); Flood control and emergency rescue (IV); Safeguard measures (V); Legal Liabilities (VI); Supplementary provisions (VII).
