For Norwegian vessels, this prohibition also applies to the continental shelf of other countries. The Fisheries Directorate may grant exemption from this prohibition at certain conditions for vessels that are authorized under Act No. 15 of 1999 relative to the right to participate in fishery and hunting of marine animals (Participation Act) to fish outside territorial waters.
