Abstract The Norwegian Water Resources and Energy Directorate (NVE) is responsible for coordinating emergency planning, and shall lead the country's electricity supply in case of war. For this purpose, it establishes a nationwide organization - Power Supply Emergency Organization (KBO) - consisting of NVE and businesses in the power supply sector.
