This Regulation provides restrictions on the right to participate in fishery of cod, haddock, mackerel, herring, shrimp, lumpfish, Greenland halibut, sprat, capelin, ling, tusk, king crab and saithe in defined Norwegian marine waters (article 1). These provisions are in accordance to the Marine Living Resources Act and apply to a limited number of vessels having access to fishing activities. In order to participate in the closed group fishing in 2013, vessels must have had the opportunity to participate in fishery in 2012. If owners of fishing vessels participating in the closed group own 50% or more in another vessel, they shall not be authorized to participating in open group fishing. The Fisheries Directorate Regional Office may inspect that the owner and the vessel meet the requirements set to participate in certain fishery activities. Vessels scheduled to open group fishing for the catch of king crab quota within the regulated area, shall be subject to approval from the regional Fisheries Directorate of Finnmark.
