Abstract This Regulation ensures the safeguard arrangements with local energy plans and power system studies for regional and national grid, to contribute to a socially efficient development of the energy system. The purpose of the Regulation is to coordinate power system studies for regional and national grid to assess the possible need for leased lines, creating a common understanding in the community for changes in the power system and provide a basis for consideration of applications for licenses. A report shall describe the assessment process and the assumptions of technical and simplified economic assessments. Distinctive factors of importance for the power system are described therein. The power system plans shall specifically describe the relationship and coordination with regional power system studies and ten-years European network plans.
