Grant of permit is subject to regular observation of the soil quality and amount in the river sides by the Ministry of Energy. Issuance of the monthly report on the exploited amount by the authorised agents is required. The ownership's right and income raised through the exploitation of the soil shall be transferred to an account for public income. The costs for observation and supervision of the exploitation is predicted in the annual budget of the Ministry of Energy. A Committee comprising of deputies of the State Ministry, Organisation for Protection of Environment and Ministry of Energy shall determine the permitted allowance of exploitation of soil.
