Abstract This Regulation determines the contents of the national Programme for monitoring the animal origin food safety for the year 2020. Monitoring, which is object of this text, shall include animal origin food and foodstuff which is produced on the territory of the Republic of Serbia and is carried out in facilities for: 1) production of food of animal origin; 2) storage and distribution; 3) retail sale of products of animal origin; also animal origin food imported into the territory of the Republic of Serbia is also subject to monitoring procedures, for products as follows: 1) mechanically separated meat; 2) milk powder and whey powder; 3) egg products-in liquid form; 4) fish; 5) cooked fishery products; 6) gelatin and collagen. This monitoring Programme is based on: 1) the current situation in the food safety system of animal origin, including data on unsafe food in local markets, certain regions and/or from imports; 2) data on production and consumption of food of animal origin; 3) data on previously determined discrepancies during official controls of such food of animal origin; 4) information from the Rapid Alert and Alert System for food safety (Rapid alert system for food and feed). The monitoring Programme is implemented to: 1) determine the levels of contaminants and trends in the frequency of occurrence of microorganisms and other harmful substances in food of animal origin; 2) determine the resistance of zoonotic and commensal bacteria to antimicrobial agents, as well as the collection and processing of data from these tests; 3) collect data on monitoring which is then used for risk analysis, for certain categories of food and thus contribute to increasing protection health and other consumer interests; 4) check standards compliance and maximum allowed quantities prescribed for certain types of food. The text of this monitoring Programme also includes: 1) indications on necessary funds for its financing; 2) measures to be taken in case of the presence of microbiological, chemical and biological contaminants; 3) structure of bodies and organizations for its implementation; 4) other parameters of importance for the implementation and compliance-(1) Monitoring plan determining sampling for microbiological and chemical tests, and (2) conditions and manner of sampling and storage, laboratory methods and manner for correct reporting.
