Abstract This Regional Legislative Decree approves the Tourism Planning Programme (POT) of the Autonomous Region of Madeira. This Plan consists of 22 Norms divided into three Annexes specifying authorized tourism activities in wildlife, rural and urban areas, as follows: strategy for locating, settling and developing tourism areas, making the urban balance and environmental quality compatible, in the Territorial Models for the Islands of Madeira and Porto Santo, related to the land use, beaches, walking, riding and cycling, nature heritage, activities and outdoor sports compatible with the environment. In this context, the remaining IGT, namely POTRAM and PDM, will be responsible to specify the requirements for related territorial uses. Norm 18 applies to Natural Areas and Protected Areas. Tourism in the Marine Areas: POT identifies the Sea as one of the main strategic resources for the development of Tourism in the Region. The general guidelines for the planning and use of the Marine Areas, such as recreational and cruising, diving, surfing, maritime tourism activities and sport fishing are explained in the territorial models of the Islands of Madeira and Porto Santo and in the 'Plan for Cruise Zones and Sub-areas in the Maritime Area of the RAM' (Annex III). Tourism Activities in the Coastal Zone: The tourism activities related to the recreation and the leisure and the nautical sports depend on equipment and dedicated infrastructures, located in Coastal areas. The Territorial Model of the POT, its development and implementation in relation to the beaches and the marine infrastructures in Norm 20 should be compatible with the POCs and related Plans.
