Abstract The purpose of land reform is to create the necessary conditions for all types of economic activity on land, formation of multi-structural economy, efficient utilization of land, conservation and increase of soil fertility, increase of the production of agricultural commodities and improvement of its quality, protection of land and other environmental resources at the regional level. In the process of carrying out land reform there must be carried out allotment of land to citizens, enterprises, organizations, institutions, associations, companies, cooperatives, collective farms and registration of their land rights in accordance with the modalities established by Land Code. Regional state committee on land reform and land management is entitled with land survey, organizational, control and consultation functions in the field of carrying out land reform. Compulsory breaking up collective farms and state agricultural enterprises is not admitted. Depending on local conditions and purposeful use of land local executive bodies are authorized to allot the plots of land of the following size: 1. 30 hectares for peasant farm taking into consideration specialization of the farm and the number of workers employed; 2. up to 1 hectare per family for subsidiary small-holding; 3. up to 0,10 hectare per family for collective and individual gardening; 4. up to 0,15 hectares per family for collective truck farming; 5. up to 0,15 hectares for construction and maintenance of dwelling houses in rural areas. Any capable 18 year old, and over, citizen has the right to forward an application for the concession of the plot of land for the aforesaid purposes. Concession of the plots of land must be carried out in accordance with the provisions of Land Code of the Russian Federation.
