Abstract This Regional Law regulates some issues of state support of horticulture and vegetable gardening as a form of subsidiary smallholding. The objectives of state support of horticulture and vegetable gardening shall be as follows: (a) creation of favorable conditions for horticulture and vegetable gardening; and (b) implementation of the rights of citizens to horticulture and vegetable gardening. The main principles of state support of horticulture and vegetable gardening shall be as follows: (a) responsibility of the regional state bodies for ensuring favorable conditions for horticulture and vegetable gardening; (b) participation of the representatives of non-commercial horticultural and vegetable gardening associations in the implementation of the regional policy in the field of horticulture and vegetable gardening; (c) ensuring equal access to state support in accordance with terms and conditions for granting thereof; (d) targeting of state support and targeted use of state support funds; and (e) gratuitous and irrevocable use of funds destined for state support.
