Abstract This Regional Law regulates relations in the field of treatment of animals with a view of protecting them, and also for the purpose of respecting the principles of humanity, ensuring safety and other rights and legal interests of citizens related to treatment and handling of animals on the regional territory. It shall not be applicable to wild fauna, hunting, fisheries and aquaculture. The treatment of animals shall be based upon the following principles: (a) treatment of animals as creatures capable of experiencing emotions and physical suffering; (b) human responsibility for the fate of the animal; (c) education of the population of moral and humane attitude towards animals; and (e) scientifically grounded combination of moral, economic and social interests of the individual, the community and the state. Regional Government shall be vested with the following powers: (a) adoption of legislative acts regulating treatment and handling of animals, and supervision over the implementation thereof; (b) establishment of the procedure for organization of shelters for animals and terms and conditions for keeping animals therein in accordance with the provisions of the federal legislation; (c) establishment of the procedures for the operation of animal shelters, as well as the norms for keeping animals in them in accordance with the methodological guidelines on shelter operation and animal welfare standards approved by the Government of the Russian Federation; (d) establishment of the procedure for handling and treatment of ownerless animals in accordance with the methodological guidelines for treatment of ownerless animals approved by the Government of the Russian Federation; (e) organization of the arrangements for handling and treatment of ownerless animals; and (f) implementation of other powers in accordance with federal and regional legislation. Common requirements for keeping of animals by their owners shall include: (a) ensuring proper care; (b) ensuring timely provision of veterinary services to animals; (c) measures to prevent undesirable offspring of animals; (d) showing animals at the places of their keeping at the request of state inspection bodies in the field of treatment and handling of animals in the process of inspection thereby; and (e) management of biological (animal) waste in accordance with the legislation of the Russian Federation.
