Abstract This Regional Law regulates relations arising in connection with the granting to local governments of municipal areas and urban districts of the Chelyabinsk region for an unlimited period of time of certain state powers to organize activities in the field of handling and treatment of ownerless animals. Local self-government bodies are vested with state powers, which include: (a) catching ownerless animals, including their transportation and immediate transfer to animal shelters; (b) arrangements performed in shelters for animals, including: 1) keeping ownerless animals in shelters; 2) return of lost animals to their owners, as well as the search for new owners of ownerless animals; 3) return of animals without owners, who do not show unmotivated aggression, to their former habitats; 4) accommodation in shelters for animals.
