Abstract This Regional Law regulates relations arising in connection with the granting to local governments of municipal areas of certain state powers to organize activities in the field of handling and treatment of ownerless animals. Local self-government bodies are vested with state powers, which include: (a) catching ownerless animals, including their transportation, immediate transfer to animal shelters, registration, keeping (veterinary cure, vaccination, spay surgery, marking), return of ownerless animals, who do not show unmotivated aggression, to their former habitats; (b) return of captured ownerless animals to the persons having necessary conditions for keeping thereof; (c) removal (destruction) of biological waste, including remnants of dead captured ownerless animals; and (d) monitoring of the number of ownerless animals.
