Abstract This Regional Law establishes delimitation of plenary powers between state bodies in the sphere of environmental protection. Regional Administration shall carry out the following plenary powers in the sphere of environmental protection: (a) applies use restrictions to the movement of motor vehicles in inhabited areas, recreational and protected areas with a view of reduction of emissions; (b) establishes environmental standards; (c) institutes and keeps Red Book of protected and endangered animal and plant species; (d) establishes authorized regional state institution in the sphere of environmental protection; and (e) restricts use of petroleum products, which burning causes atmospheric air pollution, and stimulates production of ecofriendly fuel.
