This Regional Law enters into force from the date of its official publication.
Abstract

This Regional Law has as its purpose prevention of the outbreak and propagation of natural and technological disasters, reduction of losses caused thereby and mitigation of the consequences thereof, and delimitation of plenary powers of state bodies in the aforesaid sphere. Regional Government shall exercise the following powers: (a) adoption of legislative acts in the field of protection of the population and territory against natural and technological disasters; (b) decision-making on evacuation arrangements in case of inter-municipal and regional emergencies, and implementation thereof; (c) builds up financial and material reserves for mitigation of the consequences of natural and technological disasters; (d) performs collection and exchange of information related to natural and technological disasters, early warning of the population and information of the population of the disaster risks; and (e) organizes and conducts emergency rescue and recovery operations and other immediate response operations in case of inter-municipal and regional emergencies.
