Abstract This Regional Law regulates the relations arising in connection with the conduct of horticulture and horticulture by citizens for their own individual personal needs in the regional territory, and also defines the forms of state support for gardening and horticulture. Allotment of land plots owned by the state or municipality to gardening and horticultural non-commercial partnerships and members of partnerships shall be performed in accordance with the procedure established by the Land Code of the Russian Federation and the Federal Law No. 217-FZ “On gardening and horticulture for individual personal needs”. Land plots for gardening and vegetable growing pertaining to state and municipal property shall be allotted to citizens free of charge in case envisaged by federal and regional legislation. State support for the conduct of gardening and horticulture in the regional territory shall be performed in the following forms: (a) educational work in order to popularize performance gardening and horticulture; (b) information support of citizens in the field of organizing gardening and horticulture, as well as providing them with extension services; (c) provision of subsidies for reimbursement of the costs of partnerships for the land management of gardening or horticulture; (d) financing the implementation of integrated cadastral works in relation to cadastral boundaries, within which the territory of gardening or horticulture land plots is located; (e) provision of grants on a competitive basis in the form of subsidies to partnerships for the implementation of measures to develop the infrastructure of the territory of gardening or horticulture, including measures for the construction, reconstruction, repair of access roads, electric grid facilities, and water supply.
