Abstract This Regional Law regulates relations in the field of protection of the regional population from emergency situations of natural and anthropogenic type, establishes legal basis of organization and operation of the territorial unified state system for prevention and liquidation of emergencies, and defines regional governmental authorities in the field of protection of the population and territories from emergencies. It defines plenary powers of the regional authorities in the field of protection of the population against natural and technogenic emergencies. Territorial subsystem for the prevention and liquidation of emergencies is integral part of the unified state system for the prevention and liquidation of emergencies and local government, municipal entities and organizations, whose competence includes solving the issues of protection of the population and territories against emergency situations, including safety of people on waterbodies.
