Abstract This Regional Law establishes the modalities and rates of procurement and harvesting by citizens of non-timber edible and non-edible products, medicinal plants, establishes rules for management of forests for hunting, exceptional cases for timber extraction for public and municipal purposes in accordance with purchase and sale contracts of forest species, and also regulates the issues of forest fire risk prevention and extinguishment of forest fires (art. 1). Citizens shall be granted the right to procure fuelwood, timber for housing construction and other individual personal needs in accordance with purchase and sale contracts without allotment of forest parcels (art. 2). Procurement and harvesting of mushrooms and wild growing plants recorded in the Red Book of rare and endangered species shall be prohibited (art. 4). Use of forests for hunting shall be carried out in accordance with forest management plan. Persons that have been allotted forest parcels for hunting management shall submit annually to the authorized regional forest institution forest declaration in accordance with the form and modalities envisaged by the regional legislation. Hunting must not impede other forest management activities nor deteriorate sanitary state of forests. Hunting management in urban forests and green belt shall be prohibited (art. 5).
