Abstract This Regional Law regulates delegation of state powers to the local government bodies and municipal state bodies in the field of organization of arrangements for handling of ownerless animals and regulates the relationship related to the transfer, implementation, control, modalities and procedures of termination of transferred public powers. State powers shall be transferred to local government for an unlimited period of time. Regional state bodies, within the limits of its competence shall have the following rights: (a) to issue normative legal acts; (b) to exercise control and supervision over implementation of transferred powers by local government; (c) to issue, in case of detection of the violations of legislative acts regulating implementation of transferred powers by local government, written mandates to rectify the violations; and (d) to request and receive information and documents from local government related to implementation thereby of the transferred state powers.
