Abstract This Regional Law regulates relations in the sphere of hunting and hunting management. The boundaries of hunting grounds include land, the legal regime of which permits the implementation of activities in the field of hunting, with the exception of land of protected areas, where management of wild fauna species is performed in accordance with specific regulations related thereto. The generally accessible regional hunting areas must be no less than twenty percent of the total area of the hunting areas of the region. It delimits plenary powers of the regional state bodies and local government in the sphere of hunting and hunting management. Public associations and citizens participate in the preparation of decisions concerning the hunting resources and their habitats. Commercial hunting shall be authorized for the following wild fauna species: (a) hoofed animals – musk deer; and (b) fur-bearing animals - sable, squirrel, muskrat, wolf, fox, mink, and ermine. In addition of the list of birds authorized for hunting in accordance with the federal legislation on hunting, on the regional territory shall be authorized hunting for grebes, except for species recorded in the federal and in the regional Red Books of endangered and protected species. Hunting permits shall be distributed by the authorized state body in the sphere of hunting between natural persons performing hunting in generally accessible hunting grounds within the hunting quotas, rates of permissible hunting, and the carrying capacity standards established for generally accessible hunting areas. Hunting permits shall be distributed in the order of submittal of applications for the issuance of hunting permits.
