Abstract This Regional Law establishes organizational and legal provisions in the sphere of protection of the population, environment, including land, water and air, against natural and environmental disasters. It shall have the following purposes: (a) determination of the plenary powers of state bodies, local government and organizations in the sphere of protection of the population and territory against natural and technological disasters; (b) prevention of the outbreak and propagation of disasters; (c) reduction of damages and losses caused by disasters; and (d) mitigation of the consequences of disasters. Regional territorial subsystem of the national early warning system shall be responsible for data collection, processing and dissemination of the information related to disasters and timely information of the population thereof.
