In the preamble, the reasons which led to the creation of the Madeira National Park (MNP) are presented. These include the need to ensure proper land use management, nature protection, the safeguarding of scientific values, protection of the landscape and rural habitats as well as protection against soil erosion, and the promotion of leisure, sport and tourist activities. The preamble also reflects a desire to regulate forest exploitation activities, to limit grazing activities to certain areas and to promote sylvo-pastoral management in order to secure their compatability with the interests of the Park. The MNP, which has a corporate status and is financially self-governing, reports to the Regional Secretariat for Agriculture and Fisheries. The aims of the Park are specified as being: (a) the biophysical management of the Madeira mountains for nature conservation and leisure protection purposes; (b) the economic, social and cultural promotion of the population living within its borders, with their participation with a view to ensuring that the MNP will be an organic development structure respecting the ecological basis of the environment as well as the cultural traditions of the populations".
