Abstract This Regional Decree establishes legal status of nature monument of regional significance "Cold Spring", defines its boundaries and particular protection regime. The objectives of the nature monument are: (a) keeping the catchment area clean; (b) prevention of vegetation degradation in the catchment area of the spring; (c) monitoring the state of natural complex; (d) scientific research; and (e) environmental education. The following activities shall be prohibited on the territory of nature monument of regional significance "Cold Spring": (a) geological study of the subsoil and development of mineral deposits; (b) activities involving disturbance of soil cover, alteration of the hydrologic regime; (c) construction of infrastructure facilities; (d) construction of trunk roads, pipelines, and other communications, economic and residential objects, not connected with construction of trunk roads, pipelines, other communication lines, economic and residential facilities not associated with the functioning of the nature monument; (e) allotment of land plots for individual housing construction, construction of garden homes, gardening and horticulture facilities; (f) activities resulting in disturbance of the growing and living conditions of flora and fauna; (g) use and storage of pesticides, oil products, mineral fertilizers, plant protection chemicals, growth stimulators and other harmful substances; (h) grazing; (i) passage and parking of motor vehicles outside of existing roads (excluding cases related to compliance with the parking of motor vehicles outside existing roads (excluding cases, connected with fulfillment of protection regime of nature monument); (j) arrangement of resting places, bivouacs, tourist parking lots and campfires; (k) disposal of industrial and domestic waste; (l) destruction and damage of flagpoles, barriers, posts, boundary poles and other informational signs, equipped ecological trails and recreation areas; and (m) other activities that result in disturbance of the integrity of nature monument.
