It classifies protected areas into regional natural parks and regional nature reserves. The former are homogenous terrestrial or aquatic systems endowed with particular natural features in terms of their natural beauty, and the artistic values and cultural traditions of the local people. The latter are terrestrial and aquatic areas with natural species representing wildlife and flora species or ecosystems which are of particular significance in terms of their biological diversity or for the conservation of genetic resources. The Act sets up a Regional Consultative Committee on Protected Nature Areas, which is responsible in particular for the following: (i) issuing opinions on proposals, projects and other initiatives relating to the matters governed by this Act; (ii) framing proposals for the establishment and management of protected nature areas; (iii) proposing educational programmes dealing with the protection of parks and reserves, scientific research and experimental work for the appropriate management of protected areas, etc. The Act also establishes the procedure to be followed for setting up protected nature areas and managing them. The natural parks must be managed by a public law entity, Park Agency, set up by Regional Decree under the control of the competent regional authorities. The nature reserves in the same province are all managed by the same agency, which is to be organized and managed along the lines of a Park Agency. For each natural park the authorities must set up a territorial plan, laying down the general framework for its management.
