Special information campaigns shall be undertaken by the regional authority and local entities (art. 3). The Act is composed of the following twelve Chapters: (I) General principles; (II) Competences belonging to the Region and to local entities; (III) Waste Management Plans and Regional Plan for the restoration of Polluted Areas; (IV) Forms of cooperation; (V) Waste disposal and recycling installations; (VI) Provisions on particular installations; (VII) Surveillance; (VIII) Financial provisions; (IX) Special tax on solid waste discharges; (X) Prevention and containment of waste; (XI) Amendments to Regional Act No. 33 of 16 April 1985; (XII) Penalties. The Regional Observatory on Waste is established under the Regional Agency for the Protection of the Environment in Veneto (ARPAV) by article 5. The Observatory shall collect and make available information on management of urban and special waste, on transboundary movement of waste and on installations engaged in waste diposal or recycling.
