A local municipality that has a population of at least 5,000 shall establish, operate and maintain a blue box waste management system if the municipality is served by a waste management system owned by or operated by or for the municipality that collects municipal waste or accepts such waste from the public at a waste disposal site. Furthermore, a local municipality that has a population of at least 5,000 shall establish, operate and maintain a leaf and yard waste system.
