Abstract The Act provides for the basic safety requirements for the protection of people and the environment against the adverse impact of ionizing radiation; the rights and obligations of persons in using ionizing radiation; the requirements for radiation practices; the organisation of state supervision over compliance with the requirements provided for in this Act; the liability for failure to comply with the requirements provided for in this Act. The Act regulates radiation practices and activities where natural radiation sources may cause a significant increase of the exposure incurred by workers or members of the public; intervention in the case of accidental and existing exposure; radioactive residues, waste and emissions; radiation practice licences; and radiation practice licences for importation, exportation and transit of radioactive waste. The Act does not regulate exposures to radon in dwellings, exposure caused by cosmic radiation at ground level or overground exposure to radionuclides present in the undisturbed earth's crust untouched by human activity.
