In particular, the Regulations lays down provisions relating to the protection of the population from adverse effects of the manufacture, import, offering for sale, sale and use of defoamers containing dibenzofuran. Section 4 establishes that no person shall use a defoamer at a mill that uses a chlorine bleaching process, unless it complies with the requirements laid down in this section.
