It prescribes procurement thresholds by public entities and provides the various thresholds in Annexure 1 to the Regulations. Procurement thresholds are also made in accordance with the choice of procurement methods , for instance, a public entity may use an open international bidding or restricted bidding, among other options. The Regulations provide that for invitation for applications, the Minister must, in at least two daily newspapers circulating widely in the country, The shortlisting and interview of applicants are also provided for. The Regulations provide for the internal organizational structures for procurement committees and procurement management; this includes the procedures and processes for bid evaluation committee and the procurement management unit. The Regulations further provide for methods of procurement. Procurement contracts are also dealt with extensively, with the contents of procurement contracts and contract price adjustment provided for, among others.
