Abstract This Act, consisting of 65 articles and divided into nine Parts, provides for the basic principles and procedures to be applied in the public procurement of goods, public works, consultant services, and other services and for the institutions responsible for those matters. The Act applies to all public procurement involving various sectors, works and services, except for: matters involving national security and defence, procurement pursuant to an agreement or arrangement with a foreign State, matters involving confidentiality of sensitive information and the safety of interests of the country. The Act concerns creation of the procurement Policy Office and definition of its functions, including: formulating Policies relating to procurement and issuing directives, procedures, technical notes and manuals for the implementation of the Act, ensuring consistency in the application of the Act and any Regulations made under the Act; the establishment of the Central Procurement Board, the appointment of its members and the specification of its functions. Further Parts of the Act contain the procurement methods and request for proposals; the bidding process and the procedural operations related to; content of contracts; duties of public bodies and integrity; power to issue Regulations; penalties and offences in case of misconduct, including corruption.
