The objects of this Act are to regulate public private partnership arrangements, promote the use of private sector resources for the provision of infrastructure and services, creation of an environment and framework to enable private parties to participate in partnership projects, protection of the interest of public and private sectors, establishment of a framework for optimal risk sharing in partnership projects, promotion of local participation in partnership projects, establishment of a regulatory framework for contracting authorities and management of financial commitments. This Act applies to all contracting authorities, functions related to partnership arrangements, public sector projects and commercial arrangements through partnership. This Act consists of 12 Sections and 90 Articles and refer to issues of obligations of contracting authorities, institutional arrangements for public private partnership, public private partnership process, preparation stage and procurement stage, contract and post contract award management and government support mechanism.
