No person shall import, or cause to be imported, prohibited meat; and no person shall import, or cause to be imported, meat, other than prohibited meat, unless he is in possession of an official certificate, label, mark, stamp or other voucher which is furnished by a competent authority in respect of any fresh meat, or package containing any such meats.
