Abstract

These Regulations implement, for Scotland, Directive 2004/18/EC of the European Parliament and Council on the co-ordination of procedures for the award of public works contracts, public supply contracts and public services contracts and other Community legislation on the award of public contracts. The Regulations specify the procedures to be followed in relation to the award of public works contracts, public supply contracts and public services contracts by public bodies for the purpose of carrying out activities in public sectors such as water supply and energy production and distribution. These Regulations specify exceptions on the application of the Regulations in certain cases where the contracting authority is a utility within the meaning of regulation 3 of the Utilities Contracts (Scotland) Regulations 2012.
