The Regulations specify the procedures to be followed in relation to the award of public works contracts, public supply contracts and public services contracts by public bodies for the purpose of carrying out activities in public sectors such as water supply and energy production and distribution. These Regulations specify exceptions on the application of the Regulations in certain cases where the contracting authority is a utility within the meaning of regulation 3 of the Utilities Contracts (Scotland) Regulations 2012.
