Abstract These Regulations prescribe that a person must not fail to comply with a provision of an order, made under subsection 34 (1) of the Protection of the Sea (Prevention of Pollution from Ships) Act 1983, that is expressed to be a penal provision. An offence against subregulation (1) is an offence of for strict liability, see section 6.1 of the Criminal Code.
