They apply to private water supplies (as defined) intended for human consumption. Part 1 of the Regulations makes miscellaneous provision in relation to water standards for private water supplies. It defines the circumstances in which water is to be regarded as “wholesome”. It also sets out the requirements which apply where water is disinfected and imposes a duty on each local authority to carry out a risk assessment of every private water supply in its area. Part 2 of the Regulations places a duty on local authorities to monitor private water supplies. Part 3 of the Regulations sets out the procedures to be followed if the water is not wholesome, or it constitutes a potential danger to human health. The Regulations also provide with respect to enforcement measures, appeals against such measures, fees and penalties.
