The competent organ for the issuing of a business licence shall issue a licence only after verifying that the effluent is not a pollutant or will not exceed the limit set under the relevant environmental standard and it will not entail damage if released into the environment. The competent environmental organ may order a variation of the conditions of a license that has been granted in specified circumstances. Factories shall prepare an environmental monitoring system and observe general pollution control obligations. Every factory shall submit to the competent environmental organ an annual report describing how it is complying with the provisions of this Regulation.
