Any person possessing or having control over tobacco premises shall follow directions of the Inspector for the eradication, reduction or prevention of the spread of pests (rule 5). Rule 6 provides for conditions of storage. No tobacco shall be removed from quarantaine areas declared by the Commissioner of Agriculture by notice in the Official Gazette.
