Abstract These Regulations establish the minimum conditions to be fulfilled when the plant health checks referred to in the Plant Quarantine (Harmful Organisms) Regulations 2004, of plants, plant products or other objects listed in Schedule V, part B of those regulations, and coming from third countries, are performed at the inspection posts other than those at the place of destination. Regulation 4 determines the competences of the Plant Health Department, whereas regulation 5 defines those which belong to inspectors.
