The Rules provide for the procedures to be followed in connection with inquiries where the Secretary of State or the Department of Justice has issued a certificate under section 235 of the 2011 Act and where the Secretary of State or Department of Justice has directed that evidence described in a direction shall only be heard or be open to inspection at that inquiry by persons specified in the direction.
