The Regulation lays down provisions dealing with licences to test mineral content. In particular, section 3 establishes that no person shall mine, mill or refine mineral bearing substance from an unpatented mining claim for the purpose of testing mineral content unless the person has applied for, and received, the written permission of the Minister to do the work.
