Abstract This Ordinance, based on the provisions of the Bulgarian Environmental protection Act, regulates the conditions and procedure for issuing complex permits in accordance with chapter seven, section II of the Environmental Protection Act (EPA) as regards the construction and operation of new and for the operation and substantial changes of existing installations and facilities, for the categories of industrial activities according to Annex No. 4 of the above mentioned Act. This text also defines the order and manner for determining best available techniques, and sets the order and method of reporting of related harmful substance emissions.
