I p. 1658). In particular, the Ordinance lays down provisions relating to the nomination of competent authorities under state law. Article 2 establishes that forestry seeds of all kinds subject to the above- mentioned Federal Act shall be harvested only under the supervision of the forest or tree owner or any other beneficiary.
