Abstract This Order determines the manner of implementation of international standard for shipments in transit no. 25- given in the Annex of this text. This standard prescribes the components of a program for the destruction of harmful organisms, which should lead to the establishment or re-establishment of the absence of harmful organisms in a specified area. This standard describes procedures for the identification, assessment and management of phytosanitary risks associated with shipments of controlled products that pass through a country without being imported. Thus, all phytosanitary measures applied in the country of transit will be technically justified and necessary to prevent the introduction and/or spread of harmful organisms in that country.
