Abstract President of the Federal Fisheries Committee, for the purpose of conformation of the normative legal acts of the Federal Fisheries Committee to the legislation of Russian Federation and for the purpose of optimization of scientific activity as regards elaboration of materials substantiating total allowable catch, orders to validate the Regulation. Branch council for fisheries prognostication is coordination and recommendation body set up for examination of materials characterizing state of the stock of fish, other aquatic animals and plants, their total allowable catch for the prognosticated period in inland freshwater water reservoirs, internal sea, territorial sea, continental shelf and EEZ of the Russian Federation, exclusive economic zones of foreign states and open areas of the World Ocean. Branch council for fisheries prognostication comprises leading experts of scientific and research in the field of fisheries prognostication, representatives of basin scientific and fishing councils, Inter-departmental ichthyologic commission, as well as of the Ministry of Natural Resources and other organizations. The main tasks of the Branch council for fisheries prognostication include : 1. examination and validation of total allowable catch of fishes, aquatic animals and plants, as well as of the substantiating materials for the forthcoming year and for the perspective ; 2. dispute settlement regarding recommended amount of total allowable catch of single marketable fish species in determined fishing areas ; 3. coordination of activity of scientific and research organizations, elaborating biological substantiation and determining total allowable catch of fishes, aquatic animals and aquatic plants, as well as prognostication of the state of their stock.
