Abstract

This Order regulates the performance of fishing in order to ensure the traditional way of life and the performance of traditional economic activities of the indigenous peoples of the North, Siberia and the Far East of the Russian Federation related to indigenous peoples inserted in the Unified Register of Indigenous Minorities. Persons pertaining to small-numbered indigenous peoples shall use authorized fishing gear of the respective fishing basins, shall have the right to use traditional fishing methods if such methods do not cause, directly of indirectly, reduction of biological diversity and wild fauna species, do not disturb habitats and are not harmful to human beings. Traditional fishing shall be performed in inland waters, including internal sea and territorial sea. Traditional fishing shall be performed by persons pertaining to indigenous peoples, and communities thereof, with the allotment of fishing plots thereto in accordance with the results of tenders for the allotment of fishing plots. Traditional fishing without the allotment of fishing plot shall be performed without obtaining fishing permit, excluding the fishing (catch) of rare and endangered species of aquatic biological resources. Fishing (catch) of rare and endangered species of aquatic biological resources for traditional fisheries shall be performed exclusively in accordance with fishing permits.
